Affordable Housing & Community Development Attorney – Ballard Spahr LLP

Posted November 2, 2025

Ballard Spahr LLP is a more than 750 lawyer firm with 18 offices across the U.S. The firm’s Affordable Housing and Community Development practice has served more than 75 public housing authorities and numerous nonprofit and for-profit developers, government agencies, lenders, and community development entities the past two decades. We provide regulatory advice, help our clients complete their transactions, advise on corporate governance and board issues, and supply a full complement of construction, development, and operations services.

We are seeking to hire an Attorney for our Denver, Washington, D.C. or Baltimore offices. Qualified candidates should have 2-5 years of legal experience in multifamily government-assisted affordable housing either from the regulatory or transactional perspective. The focus of this role would be to support the group’s regulatory and client policy and programmatic strategy issues, but we would also anticipate a successful candidate would assist with closing financing transactions to the extent needed. Experience with one or more HUD programs and standards, such as the Rental Assistance Demonstration/PBV program, Section 8/HCV, MTW, NSPIRE, and public housing, is required. Experience with LIHTC and/or other related tax credits (historic, new markets) and/or HUD-insured or GSE lending products is a plus. This is an excellent opportunity for a motivated entrepreneurial candidate to thrive in a collegial environment at a firm with a national profile and emphasis on mentoring, community engagement and professional development. Active bar license in the location for which you wish to be considered is required. The salary for this position is expected to be $170,000+ depending on experience and location.

The firm offers an excellent benefits package which includes medical, prescription drug, dental and vision coverage; life insurance, short and long-term disability; and a 401(k) retirement savings plan. Additional benefits provided are health care and dependent care flexible spending accounts, and a health savings account; firm subsidized emergency child and elder care services; family and medical leave; employee assistance program; and a pre-tax transportation program.

At Ballard Spahr, we believe that our skills, perspectives, and backgrounds drive innovation and excellence, while our unique culture fosters collaboration and success. Our culture of thriving together forms the cornerstone of how we deliver exceptional service and position our firm for a strong future. We welcome and encourage applicants from all backgrounds to apply.

Ballard Spahr is an equal opportunity employer. We offer equal consideration to all qualified applicants, regardless of race, ethnicity, religion, age, national origin, handicap or disability, citizenship, sex, pregnancy, childbirth or related medical condition, sexual orientation, gender identity and expression, transgender status, sex stereotyping, genetic information, ancestry, veteran status or any other category protected by applicable law.

We are not currently accepting search firm submissions for this position. For questions or more information, please contact Molly Perkins, Senior Manager of Legal Recruiting, at perkinsme@ballardspahr.com
